Graduate Assistant - Natural Gas Policy and Planning Support (REMOTE)

The California Public Utilities Commission (CPUC) is seeking to hire a Graduate Assistant (GA) to provide support to the Natural Gas Policy and Reliability team. The GA will perform research and produce written work on the long-term planning strategy needed to balance the impact that the projected reduction in gas demand will have on existing gas infrastructure and gas utility customers. State laws establishing greenhouse gas reduction requirements are expected to reduce the demand for natural gas in California as retail electricity will be primarily sourced from carbon-free generation sources. This GA position will focus on the various gas transition mechanisms that can be undertaken to avoid stranded costs and mitigate operations and maintenance expenses caused by declining throughput. Written products from the internship may assist the Energy Division in making recommendations in Phase 2 of the CPUC’s Long-Term Gas Planning Rulemaking (R.20-01-007). Topics may include literature review of various reports on future decarbonization, cost benefit analysis of different gas transition strategies (e.g., accelerated depreciation, targeted infrastructure retirements), and equitable rate design considerations. The prospective GA will have an opportunity to contribute to the changing landscape of energy.
