SALARY: $4,223.00 monthly minimum, commensurate with experience
STATUS & HOURS: Full-time, regular (approximately 2,088 annual hours) position. 
BENEFITS: Eligible to participate in the State Employee Group Insurance Program and a retirement program with employer contribution. Generous vacation and sick time accruals with additional paid holidays.

DESCRIPTION: The Talent Development Specialist develops and executes a learning & development strategy that aligns to and supports the achievement of MNHS’ strategic imperatives and goals including a training structure that can deliver sustainable training that supports service excellence with our customers. The Talent Development Specialist will lead the design, development, delivery, and evaluation of L&D solutions, processes, and materials needed to foster employee development that enables employees to perform against stated business metrics and expectations. This will include a combination of e-learning, classroom, virtual and on-the-job training used to enhance skills for clerical, management, professional, service, supervisory, technical, information technology specialist, and information technology supervisory employees. 

SUMMARY OF WORK: 1) Collaborate with the MNHS workforce and work with external agencies, vendors, consultants and service providers to design, develop, deliver, evaluate, coordinate, and track learning and development resources that meet the needs of the organization; 2) Identify, design, develop and manage the implementation of instructional design interventions for learning and development ; 3) Develop, coordinate, review, and maintain performance management and talent development programs to support ongoing effectiveness of talent development and career pathing at MNHS; and 4) Work closely with Human Resources, Volunteers & Interns staff to provide support and back-up for achieving department goals and objectives and to ensure the needs of MNHS staff and external customers are met.

MINIMUM QUALIFICATIONS: 
● Bachelor’s degree in human resources, organizational development, business, training and development or a related field 
● Five years experience in talent development, teaching, human resources or equivalent.
● General knowledge of employee engagement, organizational development, training and development, human resources practices and employment-related legal requirements.
● Knowledge of and ability to apply adult learning principles. 
● Strong analytical and organizational skills with a demonstrated results orientation.
● Demonstrated ability to work independently and take individual initiative while also being able to collaborate effectively and contribute positively in a team environment 
● Demonstrated ability to collaborate with diverse teams and individuals to initiate and implement programs that meet specific standards. 
● Demonstrated customer services skills sufficient to establish and maintain positive, effective working relationships in conflict situations. 
● Ability to communicate clearly and accurately both orally and in writing. 
● Ability to recognize and respect confidential information. 
● Ability to plan and implement training programs. 
● Strong record keeping skills sufficient to maintain thorough and accurate records.
● Ability to analyze data, make recommendations and prepare summary reports.
● Ability to prioritize projects according to deadlines and work under time constraints.
● Strong computer skills and technical proficiency. 
● Demonstrated ability to think imaginatively and problem solve. 
● Ability to lift 20 pounds. 
● Valid driver’s license. 

DESIRED QUALIFICATIONS: 
● Experience designing, developing and administering employee engagement, learning and development or related human resources programs. 
● Experience with instructional design. 
● Experience with Design Thinking. 
● Understanding of and ability to use process mapping and related process improvement tools.
● Experience working in a non-profit environment. 
● Knowledge of state and federal laws and regulations relating to human resources administration. ● Ability to use web applications and information technology. 
● Experience creating and deploying computer based training and learning management systems.
