Communications Manager (Communications Consultant 5)





Keeping Washington Clean and Evergreen

The Hazardous Waste and Toxics Reduction program within the Department of Ecology is looking to fill a Communications Manager (Communications Consultant 5) position. 

This position is located in our Headquarters Office in Lacey, WA.

Upon hire, you must live within a commutable distance from the duty station.

We’re looking for a senior level communicator to advise program management on high-level communications issues, develop communication strategies for priority projects, and serve as spokesperson to the news media and public for high profile issues.

The mission of the The mission of the Hazardous Waste and Toxics Reduction (HWTR) Program is to protect Washington’s residents and environment by reducing the use of toxic chemicals, safely managing dangerous waste, preventing new contaminated sites, and cleaning up contamination. The HWTR vision is to be national leaders in minimizing and eliminating the impacts of toxic chemicals and hazardous waste.     


Telework options for this position: This position will be eligible for up to a 90% telework schedule. Applicants with questions about position location options, telework, and flexible or compressed schedules are encouraged to reach out to the contact person listed below in “other information.” Schedules are dependent upon position needs and are subject to change.

Duties

Why join this team? 
The Hazardous Waste and Toxics Reduction Program is leading the nation in preventing pollution at the source though innovative programs that help businesses reduce their waste and increase efficiency, seek safer alternatives to toxic chemicals in consumer products, and provide financial incentives to businesses to swap out technologies that rely on toxic chemicals. In addition to being the storyteller for this program, this position will contribute to program-wide decision making.

 What you will do: 

  • Develop communications plans and key messages, expertly navigating all communications platforms such as social media, the web, visual communications, and traditional news media.
  • Produce news releases, blog posts, op-eds, Facebook and Twitter posts, speeches, talking points, and Q&As for tough issues.
  • Develop and implement complex communications strategies and activities.
  • Represent the Director, Program Manager, and agency as spokesperson to the news media and public regarding cross-program and policy issues, including representing the agency at public meetings, hearings, news briefings, and partner and stakeholder meetings.
  • Ensure the program and agency are transparent, open, and accountable to the public, policy leaders, media, and communities.
  • Advise the Program Manager and staff on communication policies, actions, and issues. 
  • Participate in management decision-making processes.
Qualifications
Required Qualifications:
Experience for both required and desired qualifications can be gained through various combinations of formal professional employment, educational and volunteer experience. See below for how you may qualify.

Total of eight (8) years of experience and/or education

Experience may include, but is not limited to: Journalism, public relations/information, news media, digital/social media, marketing, digital accessibility or writing/editing.

Education involving major study in: Journalism, communications, public relations, news media, digital/social media, English, marketing, humanities, or closely allied field.
